This tutorial demonstrates how to apply PaintShop Pro’s Selective Focus Filter. 
To work along, you are welcome to download the Start Image I am working with
Unzip the file and open the image onto Paint Shop Pro’s workspace.

Undo Tip
You can quickly step backwards by tapping Ctrl then Z - (Ctrl then Y steps forward).

Open PaintShop Pro, and then click the Edit tab found at the top of the workspace.

Then open your choice of Start Image onto PaintShop Pro’s workspace; File then Open -
(Ctrl then O).

Now you have opened your Start Image onto Paint Shop Pro’s workspace, you are ready for the next step.

Now, from the top menu, choose Effects then choose Photo Effects and then choose Selective Focus. And from the subsequent Selective Focus dialogue box, experiment with the settings until you are happy with the results, and then click OK.

I have applied the Selective Focus Tool’s default settings. 

For personal selective blurring, it is important to experiment with the Selective Focus’s settings. For example, you can adjust the blur’s position and rotation by grabbing the
left-side panel’s Horizontal Blur Area Bounding Box - as illustrated below: and dragging it to a different photographic area, then rotating it, if necessary. 

In addition, take a little time to experiment with the Blur amount, Feather edge and Saturation settings.

For further Selective Focus Filter information, please click the
Help button, found at the bottom of the Selective Focus Filter’s dialogue box.

Nice Harbour Example

To sharpen your photograph, from the top menu, choose Adjust then choose Sharpness and then choose Unsharp Mask. And from the subsequent Unsharp Mask dialogue box, enter settings of your choice, and then click OK.

(Paint Shop Pro 7, from the top menu, choose Effects then choose Sharpen then choose Unsharp Mask).
